Wingletye Lane Parking Review

Overview

Following concerns raised with Havering Council regarding reports of long-term, non-residential parking in the area, a proposed scheme has been developed to help address the issues being experienced by local residents.

The proposal is to introduce a ‘Permit Parking Area’ (PPA) on the service road fronting numbers 1 to 63 Wingletye Lane. A PPA prioritises parking for local residents and their visitors through the use of a parking permit system.

Only those with a valid permit will be permitted to park in the areas restricted as ‘permit parking’ during the scheme’s hours of operation. This measure ensures that residents living within the zone are protected from having to compete with non-residents for the on-street parking provisions.

Permit Parking Areas do not have any marked bays and instead have signs at the entry points advising drivers that parking is restricted to ‘permit holders only’ and the times of operation.

Residents are then able to park in the road as they normally would as long as they have a valid permit during the scheme’s times of operation. Please note that normal parking regulations remain applicable in a Permit Parking Area. This means you are still prohibited from parking across dropped kerbs, except your own, or from parking on any double yellow lines that may be present.

Within the proposed Permit Parking Area, a limited number of pay-by-phone parking bays are also proposed. These bays will provide a short-term parking opportunity for all road users.

Why your views matter

We are inviting all residents to have their say by completing a questionnaire on the proposals. Feedback gathered through this consultation will be carefully considered and will help inform our decision on whether the scheme should proceed. Should the Permit Parking Area be progressed, the consultation responses will also help determine its operational hours.
