Overview

The COVID Pandemic presented challenges to the Council that we could not have prepared for just two years ago. The Council has acted swiftly and robustly to ensure our residents are fully supported through the crisis receiving care where needed and maintaining other Council services in a safe way

We are now in the recovery period following the lockdown and the Council is faced with a set of growing challenges such as more demands on social care. The number of people requiring support after being discharged from hospital has got much larger as has the number of people with complex needs such as mental health and learning disabilities. The Council is also looking at a number of options to encourage and support businesses in Havering including our town centres, high streets and facilities such as our leisure centres.

The Government supported councils through the pandemic and also provided support to individuals and small businesses through the furlough scheme and business grants and rate relief. These measures are now coming to an end and there is a further risk of hardship to our residents as the support schemes finish.

These challenges have presented the Council with a budget gap to close for 2022/23. The Council has acted quickly and has developed a number of efficiency and cost saving measures which, if agreed, will enable the Council to redirect funds to support the additional demands set out above.

Why your views matter

As we move towards setting the budget for 2022/23, we are very keen to understand the views of our residents and key stakeholders. We are launching this budget consultation paper to give as many people as possible the chance to say how the pandemic has affected them both initially and more importantly, in the future. We are interested in the issues you may be experiencing and how you believe the Council can help and support you in the next year.
