Heath Drive 20mph Zone
Overview
We would like to hear your views on a proposed 20mph scheme covering the area between the A12 and Main Road, including Heath Drive, Parkway, Gidea Avenue, Brook Road and the connecting residential roads.
Following consistent reports of traffic using these streets as a cut‑through route, alongside concerns about vehicle speeds and the use of the area by drivers of larger vehicles, Havering Council has undertaken traffic speed and volume surveys across the area and discussed the findings with ward councillors.
The survey results show that vehicle speeds generally reflect the existing posted speed limits. While this indicates that many drivers are complying with current limits, it also means that signage or enforcement alone is unlikely to lead to significant changes in driver behaviour or address wider concerns about the function of these roads as residential streets.
The Council recognises that a 30mph environment may not be appropriate for streets of this nature. Lower vehicle speeds could also help discourage the use of these roads as a through‑route between the A12 and Main Road and reduce the use of the area by inappropriate vehicles, including heavy goods vehicles (HGVs).
With funding provided through Transport for London (TfL) as part of the Council’s Local Implementation Plan, we are consulting on a proposed 20mph zone, supported by physical traffic‑calming measures. The high‑level proposals shown on the attached plans include:
- The introduction of a 20mph speed limit across the area;
- Speed humps along Heath Drive, Parkway, Gidea Avenue and Brook Road to help manage vehicle speeds and discourage use by drivers of larger vehicles;
- Raised entry treatments at the junctions of Heath Drive / Main Road and Gidea Avenue / Main Road to reinforce the lower‑speed environment; and
- Supporting signage and road markings.
These measures are intended to help reduce vehicle speeds, discourage through‑traffic and support the residential character of the area. Lower traffic speeds can also help improve road safety and make streets feel more comfortable and accessible for people walking and cycling, particularly children, older residents and those with mobility impairments.
